Для начала, попробуйте выполнить следующее, открыть настройки антивируса - Интернет и электронная почта, SSL/TSL - корневой сертификат.
убрать галочку. Открыть и закрыть браузер, сделать тоже самое, только галочку поставить. Проверить как будут работать браузеры, возможно, при установке
был включен браузер и антивирус не смог внести сертификат. Если не поможет, попробуйте переустановить браузер.

В последние дни стал замечать что у которых клиентов тоже не проходит активация, с чем это связано пока не удалось выяснить. Пока ждем ответа от разработчика.
Касательно 2 вопроса, это нормально и на работу сервера и антивируса не влияет.

Как будут новости касательно активации я уведомлю.

Можно и через политику, только в политике именно для EFS
